Overview
Modernizing legal reporting for a century-old institution.
The ICLRQ (Incorporated Council of Law Reporting for the State of Queensland) has been the official record-keeper for Queensland's highest court since 1907. They print the definitive, trusted versions of the state's court cases. As the world moved online, they faced a critical challenge: how do they take thousands of pages of heavy, printed books and turn them into a fast, modern digital website without losing the trust and accuracy they are famous for?
The solution required building a massive online library while simultaneously redesigning their workflow for legal submissions. Instead of lawyers mailing in paper forms and court staff manually processing notices, the new platform lets legal professionals submit documents instantly with validation, live previews, and transparent processing.
The result: a dual-lane digital ecosystem that serves both public legal research and professional document submission, with error rates dropping from 30% to near zero.
The challenge
Three problems to solve simultaneously.
Move from Print to Digital
Transition centuries of authoritative legal records from expensive printed volumes into a searchable, modern digital library accessible to anyone.
Eliminate Manual Paperwork
Lawyers and court staff were drowning in manual processing. 30% of submissions had fatal legal errors that required chasing down and re-filing.
Serve Three Audiences
Legal professionals researching cases, applicants navigating admission, and grieving executors filing probate notices all needed different workflows.
The solution
A split-lane digital ecosystem.
1. Queensland Judgments (Free Legal Library)
A massive, searchable database of authoritative court decisions. Any person can create a free account and instantly access official judgments from Queensland's Supreme Court, making legal records open to the public.
2. Customer Portal (Legal Submissions)
A self-service platform where lawyers can submit legal notices and manage subscriptions. Instead of mailing paper forms, lawyers now type and submit official notices directly, with instant validation and a live preview showing exactly how the notice will render in print.
3. The Lodgement Wizard
A 4-step progressive form where fields are dynamically revealed based on user input (e.g., executor fields only appear when 'Will Available' is selected). The wizard includes plain-English helpers under every legal term and a live split-screen preview so users see their notice render exactly as it will in the official gazette.
The impact
Measurable improvement across all metrics.
Error Rate Reduction — From 30% of submissions containing fatal legal errors to near zero through validation and live preview.
Time Savings — Court staff reduced manual audit and correction time by 70%, freeing resources for gazette publication.
Public Access — A century of authoritative legal records now instantly searchable and free to anyone, anywhere.
Key lessons
What we learned building for legal institutions.
1. You Don't Have to Erase the Past — Going digital doesn't mean abandoning printed volumes. The new platform coexists with the print edition, giving users options while modernizing workflows.
2. Trust is Built Through Transparency — Users arrive fearful when filing legal documents. Showing them exactly how their notice will render in print (live preview) removes that fear and builds confidence instantly.
3. Validation is a Feature, Not a Burden — Progressive disclosure and plain-English help text prevented errors rather than catching them after submission, making the form faster and less frustrating.
4. Quality Doesn't Compromise With Speed — Automating the technical side (validation, rendering, preview) freed human attention for what actually matters: ensuring legal accuracy and public trust.
